ITEM TITLE:

Contract with Witt O’Brien’s, LLC for public assistance consulting services

DEPARTMENT:  DEM

ORIGINATOR:  Dara Salmon

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: Enter into a cooperative agreement with Witt O’Brien’s, LLC to assist in gathering, vetting, and submitting disaster impacts from December 2025 historic flooding to the federal government. They will support Snohomish County DEM in gathering eligible countywide public infrastructure damages and impacts and in maximizing federal aid back to County and local governments to recover from the flooding.

BACKGROUND: Witt O’Brien’s, LLC was contracted by Snohomish County DEM during COVID to support Snohomish County and help the multiple public entities affected by COVID to adequately document emergency expenditures, review the documentation for audit, and submit expenditures to FEMA for federal reimbursement. Witt O'Brien has extensive experience and expertise in helping jurisdictions navigate disaster financial management and maximize federal reimbursement. Given the widespread impacts from the 2025 flooding, contracting with them will alleviate a significant paperwork burden for the benefit of Snohomish County government and other public entities throughout the County.
