PURPOSE: Approve eight (8) grant applications to be submitted to the Washington State Recreation and Conservation Office for the following parks and programs: Paine Field Park Ballfield Improvements, Paradise Valley Conservation Area Trailhead, Three Lakes Hill Mountain Bike Park- Phase 1, Lord Hill Trailhead, AD Snoh. River Regional Trail Trailhead & Trail Seg, Kayak Point Waterfront Improvements Phase 3, Kayak Point Waterfront Improvements Phase 3, Martha Lake Park Improvements. The application authorizations for these projects include designation of the Snohomish County Executive to approve any grant contracts that may result from these applications.

 

BACKGROUND: Snohomish County has identified several park capital projects within the 2027-2032 Capital Improvement Program (CIP) for completion. The Snohomish County Park and Recreation Element (PRE) identifies pursuit of grant funding as an implementation measure to support completion of capital projects. The Washington State Recreation and Conservation Office (RCO) distributes grant funding through a variety of programs authorized by state law. Snohomish County has a long history of successful applications to RCO and funding support. RCO is accepting applications for several of these programs in 2026 and requires authorization of grant applications for these programs. A description of each project application is summarized here: Paine Field Park Ballfield Improvements: In partnership with the Mukilteo Little League, this project will focus on improvements to the little league fields at Paine Field Park ($412,000 grant funds). Paradise Valley Conservation Area Trailhead: Development of parking lot area improvements and trailhead amenities at the main park trailhead off Paradise Lake Road. Improvements will be identified through the current public outreach and design process ($500,000 grant funds). Three Lakes Hill Mountain Bike Park- Phase 1 Dev: Development of trailhead features, site access, and parking, and phase 1 trail development for the Mountain Bike Park ($685,000 grant funds). Lord Hill Trailhead: Development of the trailhead and upper parking lot improvements that were designed to a 30% level and were a result of the Lord Hill Preferred Plan project. Other improvements to the trails and wayfinding will be included in the grant ($1,500,000 grant funds).  Snohomish River Regional Trail Trailhead & Trail Segment: Potential acquisition of property and development of phase 1 of the trail ($2,000,000 grant funds). Kayak Point Waterfront Improvements Phase 3: Development of the final phase of improvements in the day-use area at Kayak Point ($1,000,000 grant funds).  Martha Lake Park Improvements: Development of park improvements identified in the 2024 Park Visioning exercises such as waterfront access improvements, playground replacement, and docks ($549,000 grant funds).
