ITEM TITLE:

Title

Motion 22-278, approve and authorize the County Executive to execute Amendment 6 to the Website Development and Hosting Agreement with Icon Enterprises Inc. D/B/A CivicPlus

body

DEPARTMENT:  Information Technology

ORIGINATOR:  Dee White

EXECUTIVE RECOMMENDATION:  Approved by Ken Klein

PURPOSE: The purpose of this ECAF is to approve and execute Amendment 6 to the Website Development and Hosting Agreement for CivicPlus to add SMS test message subscriber capacity.

BACKGROUND: The County entered into an agreement with CivicPlus in 2013 for the development of the County website. The Agreement states that additional services may be added by amendment or separate agreement.  The CivicSend module was added in 2015, ADFS and HTTPS software services were added in 2016, PlatinumPlus Security services were added in 2018, Media Hosting was added in 2019, CivicOptimize was added in 2021, and a sandbox environment was added in 2022.   Civic Resident and Community Engagement is a core priority for Snohomish County government and is a key strategic initiative for Snohomish County IT.  The Agreement allows for up to 500 SMS text message subscribers and the County has reached 99% of that capacity. To avoid service disruption to the Community, the County desires to add one block of 500 SMS text message subscribers to the Agreement. The first term ending 7/31/22 will be prorated based upon the activation date and will be co-termed thereafter with the existing agreement.  Approval of this Amendment 6 will allow the Department of Information Technology to add one block of 500 SMS text message subscribers to the Agreement and add additional blocks as needed.
