PURPOSE: To approve additional grant funds from the North Sound Behavioral Health - Administrative Services Organization (NSBH-ASO) for the 2023-2024 Recovery Navigator Program.
BACKGROUND: The Prosecuting Attorney’s Office (PAO) has an existing $645,000 grant contract with the NSBH-ASO, from July 2023 through June 2024 (with automatic one-year renewals). The purpose of this grant is to continue the implementation of the Recovery Navigator Program (RNP) which is part of the County’s Law Enforcement Assisted Diversion (LEAD) Program. The grant funds provided by the NSBH-ASO are passed through to the Evergreen Recovery Centers and the Purpose.Dignity.Action (f/k/a the Public Defenders Association), which implement the LEAD Program. The NSBH-ASO has an additional $93,500 available for the LEAD Program, and it seeks to amend the existing contract so that these funds can be allocated. Therefore, the PAO requests the Executive’s approval of Amendment 1. The LEAD Program is included in the PAO’s Grant Work Plan for 2024. The PAO requests the Executive to sign Amendment 1 as soon as possible.

DEPARTMENT FISCAL IMPACT NOTES: The PAO may need to seek increased budget authority from the Council in 2024 given these additional for the LEAD Program. There is no fiscal impact on the General Fund.
