PURPOSE: Approval and execution of the Emergency Agreement for Short-Term Backup Waste Transportation and Disposal Services between Snohomish County and Waste Management Disposal Services of Oregon, Inc. to provide emergency backup transportation and disposal services.

 

BACKGROUND: In April 2018 Snohomish County entered into an agreement with Republic Services for solid waste export. Republic Services has not been able to provide a sufficient number of containers to manage the solid waste collected at County transfer stations due to lack of staffing on the BNSF railroad, and lack of containers due to supply chain issues.  A Notice of Class C Default letter was issued to Republic on 2/22/22 and on 4/18/22 with no resolution. Without containers, Solid Waste could potentially have to close transfer stations and not accept waste. Waste Management (WM) is able to provide the County with containers for export services. The County has negotiated an emergency services agreement with WM to provide transportation and disposal services including the disposal of the County’s current backlog of waste.   The duration of this agreement is expected to be 6 months with a not to exceed amount of $2,000,000.00 The Solid Waste Division anticipates exporting initially 200-300 containers of high-piled waste at a cost of $2,155.72 per container. Additional WM transportation costs are $375 roundtrip from SWRTS and $412 from ARTS. It is anticipated that the container shortage will extend beyond the initial high piling, prolonging costs to approximately $2 million.
