PURPOSE: To obtain Executive approval of Change Order 30 to Lincoln Construction, Inc.
BACKGROUND: The County and Lincoln Construction Inc. (LCi) entered into an agreement on December 19th, 2024, for the construction phase of the New Start Center of Edmonds. Conditions around the accessible showers had to be modified because of existing, undocumented utilities behind non-bearing walls and because the specified single mold units could not be maneuvered into place without extensive demolition. The initial cost of the change order proposal was negotiated down from $21,037 by finding methods of construction other than those proposed by the contractor. The South County Fire Marshal is requiring a Knox Power Box to be tied to the fire alarm system. The requirement was not identified prior to the final fire inspection for the project. The code has been checked and references the requirement to be at the option of the fire marshal. During the final plumbing inspection, the inspector identified numerous existing items to be replaced including bathtub overflows, hot water tank valves, and mixing valves. In the interest of time and costs, the plumber has made the changes tracking the time used and materials with the general contractor. The County is only being charged for the time and materials used for these items. Without these items the inspector will not grant a certificate of occupancy.
