PURPOSE: Approval of the 2027 Surface Water Management Annual Construction Plan (SWM ACP) allocates expenses and revenues for capital improvement projects in 2027
BACKGROUND: The 2027 SWM ACP establishes the work priorities for Surface Water Management capital projects in 2027. The 2027 Surface Water Management budget, which is adopted by ordinance, controls the expenses in the 2027 SWM ACP. The 2027 SWM ACP totals are consistent with the countywide 2027 - 2032 Capital Improvement Plan (CIP) for Surface Water Management and the 2027 - 2032 Snohomish County Capital Improvement Plan. The 2027 SWM ACP includes general drainage capital improvement projects, failing infrastructure projects, fish passage culvert projects, culvert replacement projects, water quality improvements, stormwater retrofit projects, river and habitat projects, and master drainage/basin planning.

DEPARTMENT FISCAL IMPACT NOTES: Adoption of the 2027 SWM ACP does not appropriate funds. Council adoption of the 2027 Surface Water Management budget appropriates expenses and revenues for the 2027 SWM ACP. The 2027 SWM ACP provides additional details to augment the 2027-28 Surface Water Management budget.
