PURPOSE: Approval of agreement SWMCC04-26 to allow Surface Water Management to utilize Cascadia Consulting Group in the development of program improvements, implementation, and evaluation of the 2024-2029 RainScaping Campaign.

 

BACKGROUND: The County’s RainScaping program is a public education and outreach behavior change campaign to reduce stormwater runoff from single family residential properties developed prior to modern stormwater codes. A Pilot RainScaping Campaign using social marketing practices and methods to effect behavior change was developed, implemented, and evaluated in 2019-2024. Findings and recommendations of the Pilot RainScaping Campaign 2024 Report have helped to develop the County’s 2024-2029 RainScaping Campaign strategy. The County designed its 2024-2029 RainScaping Campaign to satisfy a component of its education and outreach program requirements under its NPDES Phase I Municipal Stormwater Permit. The County’s Surface Water Management Division (SWM) seeks assistance with the 2024-2029 RainScaping Campaign to implement it more effectively, measure changes in understanding and adoption of behavior, and report results.
