ITEM TITLE:

Title

Snohomish County Airport Aircraft Rate Schedule Update

body

DEPARTMENT:  Airport

ORIGINATOR:  Nickolis Landgraff

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: To adopt an updated Aircraft Rate Schedule for Snohomish County Airport, Paine Field.

BACKGROUND: .

•                     The current Aircraft Rate Schedule for Snohomish County Airport, Paine Field was adopted to be effective May 1, 2023, but has no major rate changes since January 1, 2023.

•                     SCC 15.08.601 provides that the Airport Director may amend and revise aircraft landing fees, fuel flowage fees and aircraft parking rates with the approval of the County Executive.

•                     The airport recently completed its three-year appraisal of land valuations for our tenants.  County Council approved these rates via Motion 2025-070 on February 12, 2025.  These land values affect the rates of our aircraft parking and as such the Aircraft Rate Schedule rates are needing to be adjusted.

•                     The aircraft parking rates are being proposed to increase +31.2% which is equal to the increase in land valuations.  It’s important to note that our aircraft parking rates are still some of the most inexpensive rates in the region for comparably sized commercial airports such as Renton, Boeing Field, SEA, etc.  This rate only affects itinerant or transient aircraft that are on the airfield temporarily.  Most temporary aircraft parking on one of our two FBO’s parking which impose there are own rates on leased land from the County.

•                     Remain Overnight Aircrafts (RON) are increasing from $185 to $225 for below 12 hours and above 12 hours are going from $350 to $425.  Air carriers use our RON parking for overflow when the terminal needs it.

•                     Landing Fees are proposed to be increased from $4.90 per 1,000lbs MGLW to $5.70 per 1,000lbs MLW.   This is the first rate increase since January 1, 2023.  This works out to a 7.96% compounding annual growth rate.  This increase will net $313,529 in additional Landing Fee revenue based on FY2024’s revenues of $1,919,963.

•                     It’s difficult to predict revenues from RON’s and aircraft parking rates as they are variable and tied to aircraft operations.  For demonstration purposes, assuming all operations remained the same as FY2024, you would see the below tabled numbers revenue increased.

•                     All revenues are used to fund the airports operations.
