PURPOSE: To approve the 2025-2029 Consolidated Plan and 2025 Annual Action Plan in order to receive annual CDBG, HOME, and ESG grant funds.
BACKGROUND: Deadline Request: The 2025-2029 Consolidated Plan and 2025 Annual Action Plan (2025-2029 CP & 2025 AAP) has been delayed due to the late announcement of the 2025 CDBG, HOME and ESG entitlement allocations from the U.S. Department of Housing and Urban Development (HUD). Annual Action Plans are normally submitted to HUD by May 15 of each year to ensure that 1) HUD HOME, CDBG and ESG contracts can be executed in a timely manner, and 2) thereby allowing Human Services to execute contracts between the County and agencies receiving these funds, prior to the program year start date of July 1. Expedited processing is respectfully requested for approval of the 2025-2029 CP & 2025 AAP by June 18, 2025.
The attached motion requests approval of the Snohomish County Urban County Consortium (Consortium) 2025-2029 CP & 2025 AAP for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs. Snohomish County is the lead agency for the Consortium and the plan is required in order to receive the grant funds from HUD. The 2025-2029 Consolidated Plan will run from July 1, 2025, through June 30, 2029, and the 2025 Action Plan program year, which is the first year of the Consolidated Plan, will run from July 1, 2025, through June 30, 2026.
The CDBG, HOME, and ESG grants are included in the 2025 Human Services Department Grant Work Plan approved via Motion 24-378.
Snohomish County, operating in consortium with the cities and towns within the County, qualifies as an urban county entitlement jurisdiction to receive federal funds annually from HUD under the CDBG, HOME, and ESG programs. As lead agency of the Consortium, federal regulations require the County to develop and submit a 2025-2029 CP & 2025 AAP to HUD in order to receive 2025 grant funds under these programs.
The City of Everett and the City of Marysville each receive a separate CDBG grant directly from HUD for their individual city and participate in the Consortium for HOME funds only. HUD requires electronic submittal of a single consolidated planning document to apply for all of these funds, which includes a Snohomish County Consortium template, a City of Everett template, and a City of Marysville template. Each jurisdiction is also responsible for completing and submitting federal applications and program certifications for the specific grant funds they administer. County Council approval is requested only for the Snohomish County Urban County Consortium template. The Consortium’s CDBG, HOME, and ESG funds may be used to support affordable housing, public facility, infrastructure, and service projects that principally benefit low- and moderate-income residents and neighborhoods in the county. The 2025 Annual Action Plan includes descriptions and awards for the proposed projects and for County grant administrative costs. It also provides additional information on the grant funds and other planned actions to address community needs.
As required, the 2025 Annual Action Plan proposed projects are consistent with the proposed five-year goals set forth in the Consortium’s 2025-2029 Consolidated Plan. The projects were recommended for funding on April 4, 2025, by the Consortium’s Policy Advisory Board (PAB), which provides input on use of these funds.
In addition, pursuant to an interlocal agreement, a portion of the HOME funds each year are set-aside for affordable housing projects selected by the City of Everett (Everett), with final approval, as required, by the County. Everett has three proposed projects for these funds which will benefit residents within Everett and Everett’s Urban Growth Area.
Public Review and Comment
A draft of the 2025-2029 Consolidated Plan and 2025 Annual Action Plan was available for public review and comment through May 8, 2025. One comment was received and expressed that “the state allows for business and housing to be built, and then plans for the infrastructure (power, sewer, roads, drainage, etc.) after the fact, and expects people already living there to pay for it. Should require developers have to pay for it.” The full comment can be found in Appendix 1 to PR-15.
Several comments were received during the public participation and consultation process and can be found in Appendix 1 to PR-15: Public Comments in the 2025-2029 CP & 2025 AAP.
2025 Funds Available and Proposed Allocations
For the 2025 program year a total of $9,982,410.74 in funding under the CDBG, HOME, and ESG programs is available to the Snohomish County Consortium to help meet the five-year goals. This includes:
• $3,309,657 in 2025 CDBG Grant Funds; • $30,000 in 2025 Estimated CDBG Program Income: • $1,802,994.28 in 2025 HOME Grant Funds; • $795,862.46 in 2025 HOME Program Income; • $1,640,021 in Prior Year CDBG Grant Funds; • $2,116,280 in Prior Year HOME Grant Funds, and • $287,596 in 2025 ESG Grant Funds.
All of the activities selected to receive funds under the CDBG, HOME, and ESG programs for the 2025 program year through the Snohomish County Consortium will help address priority needs and goals in the 2025-2029 Consolidated Plan. The $9,982,410.74 in available grant funds is allocated as follows:
• $5,511,689 for Affordable Housing Projects & Programs, • $2,833,949 for Public Facility & Infrastructure Project, • $500,948 for Homeless, Special Needs, and Fair Housing Service Projects, • $266,028 for Homeless Shelter, Rapid Rehousing, and Homeless Management Information System, and • $869,797 for Grant Planning & Administration.
