PURPOSE: Arts Commission Public Art Activation for World Cup -- “The Great Soccer Ball Hunt” Passport Artist Contract
BACKGROUND: Snohomish County Code 2.95.010 created the Snohomish County Arts Commission advisory board. This board gives advice on how to use the 1% for the arts funds and recommends annual work plans under SCC 2.95.050. The Arts Commission’s 2026 council-approved work plan calls for a World Cup arts installation series. This project is intended to generate World Cup tourism throughout the county through a public art “scavenger hunt” of five oversized soccer balls - one placed in each county council district. These “soccer balls” are made from 58” steel maritime buoys and will be painted by local artists. The result: public arts dollars going directly into the local creative economy, public art adding value to County properties, and local communities benefitting from tourism dollars. A win-win-win. This $4,400 contract is for a local artist, Sierra Rozario, who will be paid for illustration, graphic design layout, and branding for a printable “passport” guide to the buoys. This passport will provide information to the visiting public on how to find the buoys, what the Arts Commission does, tourist attractions, and public transit routes -- thus encouraging World Cup tourism via the attraction of public art. Sierra will be paid $4,400 upon completion of the project
