PURPOSE: Approve and Authorize Snohomish County Executive to sign the interlocal agreement and Temporary Construction Easement between Snohomish County and Stillaguamish Tribe of Indians for the Trafton Floodplain Restoration Project.

 

BACKGROUND: The Stillaguamish Tribe of Indians owns 158.07 acres in the Trafton Floodplain located at 26819 115th Ave NE, Arlington, WA. The County owns  the Trafton Trailhead Park, and the section of the Whitehorse Regional Trail from Bridge 701 to Bridge 702 running adjacent to Trafton Trailhead Park and the Tribe Premises. The Tribe has a roughly 230-acre floodplain restoration project along the Tribe Premises and the County Premises. The County and the Tribe have been working together for several years in the area and both have the desire to make improvements. The County Council adopted salmon recovery plan for the Stillaguamish River basin categorized restoration projects in the lower North Fork of the river a First Floodplain Priority and this project is comprised of the Tribe and County Premises satisfies an identified need. The Tribe’s project will result in increased flood protection of the County Premises, the construction of a new recreational trail on the County Premises, and restoration of reach-scale river processes and salmon habitat in the Trafton Floodplain of the North Fork Stillaguamish River. The Tribe has a contractor and has communicated with the County the desire to start the work on June 16, 2025. This ECAF also includes the Temporary Construction Easement which is also needed upon execution of the ILA for this project.
