PURPOSE: Executive signature on Intergovernmental Services Agreement with City of Snohomish
BACKGROUND: The County has a proposed 2025-2030 Capital Improvement Plan project WC8130 - Culvert Replacement on S. Machias Rd. (Williams Crk). The City has facilities in the County right-of-way pursuant to a franchise and as a condition of its franchise and state law, is responsible for relocating its facilities, when necessary, at its own expense to accommodate County-initiated public improvements. The County and the City agree that it will be more efficient and mutually beneficial to both parties for the County to complete the utility work. This intergovernmental agreement is for the County’s contractor to install a temporary 4” diameter HDPE water main for the City of Snohomish, which is required during the project construction along with the installation of 8” gate valves, associated fittings, and cut and cap on the existing 12” water main in the amount not to exceed $97,994. Although the work is planned to be completed in 2026, this agreement goes through 2027 to allow for any unforeseen project delays. The County expects a second IGA will be necessary for the permanent water line to be installed before the completion of the project. Conversations are currently occurring with the City of Snohomish regarding the permanent water line.
