PURPOSE: Authorizing the Department of Ecology Grant Agreement to fund the Marine Resources Advisory Committee.
BACKGROUND: The Department of Ecology, through the Northwest Straits Commission, provides funds for the Snohomish County Marine Resources Advisory Committee (MRC), which is authorized by Chapter 2.800 SCC. The mission of the MRC is to protect and restore the county's marine and estuarine ecosystems through science-based projects and policy recommendations, engaging citizens and partners to build local awareness and support for marine conservation efforts. This grant, together with Surface Water Management (SWM) revenues, will fund MRC Operations and Snohomish County Derelict Vessel Assessment through September 30, 2027. A portion of the grant amount was approved through SWM’s 2025 Grant Work Plan in the amount of $124,000. However, the Department of Ecology increased the grant amount to $252,000 to provide funding for the full two years, through 2027, instead of providing one year of funding at a time as they have done in the past, therefore requiring Council approval. If the Motion is approved, then the agreement will be sent from Ecology by email for signature in DocuSign.
