PURPOSE: Approval of Agreement No. AQLMER-2325-SnCSWD-00005 between Washington State Department of Ecology (Ecology) and Snohomish County for Landfill Methane Emission Reduction.

 

BACKGROUND: The Snohomish County Solid Waste Division applied for and received a Landfill Emissions Grant to initiate projects that involve surface emission monitoring, upgrading older systems, and a feasibility study.  Snohomish County aims to improve LFG capture, monitoring, and overall, reduce methane emissions.  The project aims to monitor and maximize LFG collection and control by conducting surface emission monitoring, gas beneficial use feasibility study, install new continuous gas monitoring meter at the flare, UV sensor, condensate pump, and component upgrades which includes approx. 119 well heads, 150 gaskets, 31 valves and couplings, and flares PLC.  This project is pivotal in maintaining Cathcart landfill’s methane capture and control operation. The total project cost is $1,125,000. The Ecology will reimburse the County 100% of the total cost up to $1,125,000.00  This project is not included in the current 2025 budget or under any grant work plan. It is anticipated that the Solid Waste Management division will expend $400k prior to end of current contract end date.  The division will cover these expenditures through under-expenditure on other projects and programs, that can be delayed or timing adjusted.  The division will be requesting a time extension to the grant.  If the extension is awarded, the division will submit a budget appropriation to request additional expenditure budget authority at that time for additional spending. Ecology requires signature from the County Executive, Dave Somers as the “Authorized Signatory” in EAGL.  Ecology will provide a DocuSign grant document for signature assuming Council approval.

DEPARTMENT FISCAL IMPACT NOTES:  Funds are not included in the 2025-2026 adopted budget however DOE will reimburse 100% of the project costs up to $1,125,000.00 to the County.  SW anticipates spending only $400k through June 2025 and requesting an extension.  If an extension is granted by DOE a budget appropriation will be submitted.
