PURPOSE: To obtain the Council’s approval of a motion authorizing the Executive to sign Amendment 1 to a contract (North Sound BH-ASO-Snohomish County-RNP-25) between North Sound BH-ASO and Snohomish County for the continued implementation of the Recovery Navigator Program (RNP).
BACKGROUND: The Prosecuting Attorney’s Office (PAO) launched Snohomish County’s legislatively mandated RNP in 2022, with a $512,455 grant from the North Sound BH-ASO. The RNP works in collaboration with the County’s Law Enforcement Assisted Diversion (LEAD) Program. Since 2022, the North Sound BH-ASO has continued to award the County grant funds to support the RNP. These grant funds are allocated to the Evergreen Recovery Centers and the Purpose.Dignity.Action (f/k/a Public Defender Association) organization responsible for case management and administration, respectively. The PAO works as a pass-through entity with these grant funds. The current contract, fully executed on September 24, 2025, awarded the County $411,826, from July 1, 2025, through December 31, 2025. Amendment 1 establishes an automatic term extension, every six months, unless either party seeks to terminate the contract. Amendment 1 also provides additional funding - $411,826 - for the next six-month term, January 1, 2026, through June 30, 2026.
