PURPOSE: Authorizing the County Executive to Sign Amendment No. 1 to the January 1, 2024 through December 31, 2026 Collective Bargaining Agreement between Snohomish County, Washington and the Snohomish County Clerks’ Association

 

BACKGROUND: Snohomish County and the Snohomish County Clerk’s Association are parties to a three-year agreement effective January 1, 2024 through December 31, 2026.  This agreement includes annual cost of living adjustments for the bargaining unit, effective January 1st each year based on 100% of the consumer price index with a floor of one percent and a ceiling of five percent. During bargaining, the Association expressed interest in expanding the steps of their wage rate table but did not make an official proposal. In late 2024/early 2025, Snohomish County reached four-year agreements with several AFSCME units. These successor agreements expanded their wage table by a 6th step on January 1, 2026, and a 7th step on January 1, 2027, in lieu of COLA. The County proposed, and the Association accepted, extending their contract to December 31, 2027 and consolidating Association-represented employees into the expanded wage table.
