PURPOSE: To obtain Executive approval of Change Order 02 to V&R Roofing.
BACKGROUND: The County and V&R Roofing entered into an agreement on September 25th, 2025, for the Denney Juvenile Justice Center Roof Repairs. A portion of the roofing at the upper level contains a steeper that typical cricket. The thermal imaging scans did not indicate the insulation to be soaked through every layer in the area. However, as wet insulation was removed it was discovered the entire depth of the cricket had been saturated and is required to be removed to maintain the roofing warranty. Additional moisture was also found at the lower roof area. This change order provides for the removal and installation of these areas. The bid documents were supplied by Facilities to Purchasing in February 2025. The Bid was advertised on May 30, 2025. The bids were due on July 1, 2025. The general understanding at the time was the contract would be executed by the end of July and the work would be able to start in August, well before bad weather. This would have allowed the roofers to work with minimal interruptions due to weather related issues. Unfortunately, the contract was not executed until September 25, 2025. Thus, roofers then had to schedule the project around rain forecasts. As a result, the project has been extended an additional four months causing additional costs for rental equipment.
