PURPOSE: Executive Approval of PW23-003SB Change Order 06

BACKGROUND: The County and Hi-Mark Construction Inc. entered into an agreement on April 7, 2023, for the Courtroom 3D Tenant Improvements project. Superior Court requested additional AV equipment for this Courtroom. The equipment was originally placed on a rush order. The expediated fees ended up not being necessary. The $27,698.13 should be transferred back to Superior Court’s AV upgrade project from this project. Pursuant to RCW 4.24.360, the County caused a delay to the progress of the work due to the length of time required to get Change Order 04 approved by Council through the required signing limits of the County code, despite the project having enough funds to cover the costs. The contractor is only changing for the directly related costs incurred due to the delay, as allowed by the RCW. The Building Inspector identified an incorrect wall location, which was not identified during plan review. The contractor is charging only for the relocation of that framing. Additional asbestos abatement work was required at an area previously hidden from view.
