PURPOSE: To hire KPFF, Inc. for on-call Landside & Structural Engineering services at Snohomish County Airport.
BACKGROUND:
• Snohomish County Airport/Paine Field (the Airport) has need of professional assistance with various civil and structural engineering services, such as environmental, design and construction services of various landside buildings and facilities, including full-service construction contract administration, building inspection services, structural evaluations, and other architectural, structural, and electrical engineering services as required.
• KPFF, Inc. (KPFF) has been selected on the basis of their qualifications to perform the on-call Airport Landside and Structural Engineering Services identified in Schedule B of RFQ 24-011BC.
• KPFF has a large staff providing comprehensive structural and civil design services, including over 150 engineers in their Seattle office. They have provided professional services in 175+ on-call contracts with public agencies in western Washington, including airports such as Snohomish County, SeaTac, Auburn and Boeing Field.
• This contract will be administered over four years, with the ability to extend for additional time at the option of the County.
• The required funds will be provided from the Airport fund and supplemented with grant funding when available. The total expenditure shall not exceed $2,000,000.
• The Airport seeks authorization for the Executive to execute this professional services contract with KPFF.

DEPARTMENT FISCAL IMPACT NOTES: The airport shall only use this contract when funds are available and approved in the budget. In addition, the airport shall use FAA Grants or Passenger Facility Charges (PFC) whenever feasible.
