PURPOSE: The purpose of this ECAF is to approve and execute Amendment 1 to the Master Services and Purchasing Agreement with Axon Enterprise, Inc. to acquire and implement a Body Worn Camera System and to provide new tasers for the County.
BACKGROUND: In 2020 the County completed scoring of RFP 15-19DW for Interview Management Solutions. An Agreement was executed with Axon Enterprise, Inc., the highest ranked responsive proposer, for their turnkey interview solution that includes hardware, installation and ongoing software to manage interview recordings. The intent of the Agreement was to act as a master agreement governing all subsequent purchases by the County for Axon products and services. The acquisition of body worn cameras is a new requirement and tool for the County’s Sheriff’s Office and addresses the need to enhance the safety and protection of Sheriff patrol deputies and to document citizen encounters during law enforcement interactions. A Request for Information to educate and define the body worn camera needs of the Sheriff’s Office was completed by the County in 2021, and the County’s evaluation team selected Axon Enterprise, Inc., through RFP-22-012BC to provide equipment and implement a Body Worn Camera solution for the County. Additionally, the Sheriff’s Office has maintained a taser Program since 2005; and the County’s evaluation team selected Axon Enterprise, Inc., through RFP-22-005BC to continue the program and provide new tasers for the County. Approval of this Amendment 1 will allow for the acquisition and implementation of a body worn camera system and will allow for the replacement of the Sheriff’s Office existing tasers. Costs included in the Fiscal Implications are estimates for the first five-year terms for the Body Cameras System and Tasers.
