PURPOSE: The purpose is to execute Amendment No. 2 to Professional Services Agreement with Columbia Policy Advisors, to extend contract for state services one year. 

 

BACKGROUND: An Assignment, Assumption, and Consent Agreement took effect April 16, 2025, between Snohomish County and Columbia Policy Advisors, which replaced Gordon Thomas Honeywell Governmental Affairs, LLC, with Columbia Policy Advisors for State Governmental Affairs. The contractor responded to Request for Proposal RFP 22-027SB and was selected through established Federal, State, and County policies and practices. The original agreement for state governmental relations services expired July 31, 2025. The first extension was for the term from August 1, 2024, through July 31, 2025. The agreement provides for two one-year extensions. This extension is the second of those allowed extensions for the term of August 1, 2025, through July 31, 2026. The contract price includes a three percent annual increase.
