PURPOSE: To authorize the County Executive, by Motion, to execute an Intergovernmental Agreement Between Snohomish County and the City of Lake Stevens for lake management and water quality services. 

 

BACKGROUND: Lake Stevens is an important water resource for the City of Lake Stevens which provides opportunities for swimming, boating, fishing, and aesthetic enjoyment. Lake Stevens (the body of water) now lies entirely within the boundaries of the city after the most recent annexation by the City of Lake Stevens (Revised Ordinance 1112 effective date of August 9, 2021). Prior to the annexation, the City of Lake Stevens and the county cooperatively managed the lake through an interlocal agreement that expired in December of 2021. The agreement included Snohomish County conducting water quality monitoring of the lake. The City of Lake Stevens does not have staff or resources to monitor water quality at Lake Stevens at this time. The City of Lake Stevens desires to retain the services of the county to perform certain water quality monitoring at Lake Stevens, and the county has the staff and resources to perform lake monitoring and water quality services. Snohomish County has provided water quality monitoring services to other jurisdictions since January 2006 and has the staff and resources available to provide this service for Lake Stevens. Under the proposed agreement, the City of Lake Stevens will pay the county an estimated amount of $27,229.00 for lake monitoring services in 2022. Future years shall be determined on an annual basis depending on the needs of the city but shall not exceed $175,000 over the period of the agreement. The agreement will extend through December 31, 2026.

DEPARTMENT FISCAL IMPACT NOTES:  Funding is included in SWM’s 2022 approved budget. Funding for future years will be included in future proposed budget, with total cost not to exceed $175,000. All costs will be reimbursed by the City of Lake Stevens.
