PURPOSE: County Council approval of the 2025 - 2030 Homeless Prevention and Response System Strategic Plan. Expedited processing is requested to meet Washington State Department of Commerce deadline.
BACKGROUND: The attached motion requests approval of the 2025 - 2030 Homeless Prevention and Response System Strategic Plan. The creation and adoption of five-year homeless housing strategic plans is required in order to meet RCW 43.185C.050 as required in 2018 and guidelines issued by the Washington State Department of Commerce.
Final resources and instructions were provided by the Department of Commerce in October 2024. The Partnership to End Homelessness which serves as the local homeless housing task force for Snohomish County adopted the Plan on September 8, 2025. Pursuant to RCW 43.185C.050 and local guidelines issued by the Washington State Department of Commerce, each local homeless housing task force is required to develop and recommend to its local government legislative authority, five-year homeless housing plans to address housing needs for individuals and families experiencing homelessness.
A 30-day public comment period is still in effect until Nov. 8, 2025. The final Strategic Plan, to include any public comment (Appendix J) will be provided to County Council by EOD Monday, Nov. 10, 2025, for approval.
The Department of Commerce requires local homeless housing plans, consistent with the guidelines, to be approved by the local government legislative authority and submitted to the Department of Commerce by December 1, 2025.
