PURPOSE: The purpose of this contract is to execute an agreement between DEM and True Wind Collaborative, LLC (the Contractor) to provide professional services. The Contractor will work with DEM’s CWPP Planning Team and their stakeholders to develop and publish five zone annexes to the countywide Community Wildfire Protection Plan (CWPP) base plan. The contractor will also work with DEM staff to design and develop an information sharing site for stakeholders and the public to present the content and maps in the base plan and the zone annexes.

 

BACKGROUND: Over the course of 2024 and 2025, Snohomish County Department of Emergency Management (DEM) worked with 50 planning partners from public agencies, collaboratives and private businesses to develop the first countywide Community Wildfire Protection Plan. During the development of the CWPP, DEM divided the County into 5 zones to develop common mitigation strategies for the base plan, and group communities and fire agencies into targeted geographic zones for development of CWPP annexes. This work set the stage for the purpose of the contract at hand.
