PURPOSE: Request approval of Motion and associated Solid Waste Service Fee Schedule changes
BACKGROUND: The Solid Waste Division (SWD) has recently completed a cost of service and rate analysis. The SWD recommends establishing a separate fee schedule for waste export specific services, with an effective date of January 1, 2026 (already submitted by separate Ordinance). Fees associated with unsecured loads are being updated to reflect changes in program enforcement (already submitted by separated Ordinance). Service fee changes include increasing green waste and clean wood rates in addition to reducing the fee for illegal dumping. There are no changes to the Household Hazardous Waste portion of the fee schedule. Please process motion for fee schedule edits after the ordinance addressing the waste export and unsecured load fees.

DEPARTMENT FISCAL IMPACT NOTES: These are estimated fees and revenues based on projected tonnage and are included in the 2025/2026 adopted budget. There is no revenue from green waste or clean wood as that program is suspended. All revenue is from projected illegal dumping fees.
