PURPOSE: To have the County Executive execute Amendment A1 to Reimbursable  Services Agreement (RSA) #AJW-ON-WSA-21-NM-004180-A1 with FAA Airway Transportation System Specialists (FAA ATSS) for over-time support at Snohomish County Airport.

 

BACKGROUND:
FAA-owned navigational aids need to be shut down (frequently past normal FAA ATSS working hours) prior to construction projects which close the main runway requiring additional FAA ATSS overtime staffing support.

Runway closures during construction projects commence on evenings at 9:00 p.m. or later to avoid interrupting service to our aviation partners.

Currently, FAA ATSS must shut down navigational aids at 4:00 p.m. during construction season, as they are prohibited from working past their 4:00 p.m. workday without a Non-Federal Reimbursable Agreement in place to cover sponsor-requested overtime support costs.

In order to accommodate the flight schedules of the Boeing Company, Alaska Airlines, Aviation Technical Services, Dreamlifter Operations, and our numerous general aviation tenants (including corporate), during the hours of 4:00 p.m. to 9:00 p.m.or later, these signals need to be operational for the safety of flight.

This signal ‘gap’ that exists between 4:00 p.m. and 9:00 p.m. or later can be rectified with an overtime contract with FAA ATSS.

Contract Amendment A1 corrects language to better align with practices set in place after the start of commercial service in 2019 and adds $43,015.86 to the existing the $14,049.14 FAA ATSS support agreement. The new contract amount after the approval of Amendment A1 will be $57,065.  Amount can be reduced if the need is found to be less than anticipated. Contract term is five (5) years, from February 2, 2021- February 1, 2026
