EXECUTIVE RECOMMENDATION: Approved by Lacey Harper 9/10/25
PURPOSE: Execute Amendment No. 1 with ODAT Services LLC for peer navigation support for unhoused populations who use drugs. The Health Department previously entered into an agreement with ODAT Services LLC and would like to continue this partnership. The Original Agreement is the product of County RFP No. RFP-24-0327JM Certified Peer Support Specialist for Unhoused Populations Who Use Drugs.
BACKGROUND: Peer Navigator will provide non-stigmatizing, non-judgmental support to people who use drugs (PWUD) in Snohomish County, especially to those who are unhoused or at risk of becoming unhoused. The Peer Navigator will assist people with substance use and mental health challenges find and access resources, treatment, and care within Snohomish County and assist clients in completing referrals to treatment services and developing service plans to promote successful linkage to treatment services. The Peer Navigator will collaborate with clients to achieve their personal goals, which may include reducing harm while using substances, establishing recovery from substance use, or support those in early recovery.
