Executive/Council Action Form (ECAF)
ITEM TITLE:
Title
Motion 25-090, approving Amendment 1 to the Distribution of Vessel Registration Fee Agreement with the City of Everett
body
DEPARTMENT: Sheriff’s Office
ORIGINATOR: Lynda Thomas
EXECUTIVE RECOMMENDATION: Ken Klein 24/25
PURPOSE: Contract Amendment
BACKGROUND: Washington State adopted RCW 88.02.650 and WAC 352-65-050(2) to provide for the collection and distribution of vessel registration funds to counties with approved boating safety programs. The Sheriff’s Office has a state approved boating safety, education and enforcement program. The County adopted SCC 4.83.030 to facilitate acceptance of vessel registration funds distributed by the state in accordance with RCW 88.02.650 and WAC 352.65-050(2). WAC 352-65-050(2) requires the County to share the vessel registration funds with local jurisdictions within the County that have approved boating safety programs. Everett has such a program and has agreed that its equitable share is 40% of the distribution to the County. Snohomish County and the City of Everett entered into a Distribution of Vessel Registration Fee Agreement on April 2, 2022, providing the terms by which the County distributes, and the City receives, certain vessel registration fees received from the State of Washington. The agreement will expire April 28, 2025, and it is advisable to extend for one year.
