PURPOSE: To adopt amendments to the official zoning map to implement and maintain consistency with the Future Land Use (FLU) Map of the GMACP within the UGA necessary to accommodate the projected population, employment, and housing growth over the next twenty years to 2044, rezone properties that are designated Public/Institutional Use on the FLU Map to maintain consistency with adjacent areas being rezoned to implement amendments to FLU designations as part of the 2024 Update; and adopt two technical amendments to delete the two remaining instances of Rural Use zoning, both within rights-of-way, and rezone those properties consistent with the existing FLU designations.

 

BACKGROUND: The County is required to conduct a periodic review of its GMA Comprehensive Plan pursuant to Revised Code of Washington (RCW) 36.70A.130(3) which directs counties planning under the GMA to take legislative action to review and, if needed, revise their comprehensive plans and development regulations to ensure population, employment, and housing growth for the succeeding 20-year period can be accommodated. An interdepartmental team reviewed the existing Comprehensive Plan that last went through a periodic review in 2015, and engaged the public to revise the maps of the Comprehensive Plan and zoning to plan for the forecasted growth. The Planning Commission was briefed on the proposed zoning amendments on September 12, 2023. The Planning Commission held a hearing on October 24, 2023, and then deliberated on November 14 and 15, 2023. The Planning Commission made recommendations as detailed in their recommendation letter dated January 16, 2024, and the County Executive made additional recommendations as outlined in the March 26, 2024, memorandum that are reflected in the zoning amendments.

This ECAF is expedited. Pursuant to RCW 36.70A.130(5), adoption of the Snohomish County GMA Comprehensive Plan is required by December 31, 2024. This mandatory project will require adequate time for review in front of the County Council, so that the Final Environmental Impact Statement (FEIS) can receive timely direction and be completed in time for action by the County Council prior to the review of the County budget.
