PURPOSE: The purpose of this ECAF is to approve and execute Amendment 10 to the Website Development and Hosting Agreement for CivicPlus to acquire and implement CivicPlus DocAccess. 

 

BACKGROUND: The County entered into an agreement with CivicPlus in 2013 for the development of the County website. The Agreement states that additional services may be added by amendment or separate agreement.  The CivicSend module was added in 2015, ADFS and HTTPS software services were added in 2016, PlatinumPlus Security services were added in 2018, Media Hosting was added in 2019, CivicOptimize was added in 2021, a sandbox environment, additional SMS text capacity, AudioEye Managed, and Design Center Pro was added in 2022, the Agreement was extended for five years in 2023, and Chatbot was added in 2026. Civic Resident and Community Engagement continues to be a core priority for Snohomish County government and is a key strategic initiative for Snohomish County IT. The County desires to acquire and implement DocAccess, a document accessibility platform for use on its website. This platform scans, converts, and monitors PDF documents on websites to support ADA and Section 508 compliance efforts for users with disabilities.   CivicPlus has offered a 56% discount for the costs associated with implementation and the first 12 month subscription. The total increased cost to the Agreement for the DocAccess implementation and subscription fees from May 1, 2026 through July 31, 2028 shall not exceed One Hundred Twenty-Two Thousand Five Hundred Forty-One Dollars and Thirty-Five Cents ($122,541.35) plus applicable sales tax.  Approval of this Amendment 10 will allow the Department of Information Technology to acquire and implement DocAccess.
