EXECUTIVE RECOMMENDATION: Approve and sign per Motion #12-194 (4)
PURPOSE: Approve and sign Amendment #19 of the interlocal Agreement with Washington State University (WSU) and Snohomish County
BACKGROUND: Snohomish County and WSU entered into the current Interlocal Agreement (ILA) for Extension Programming in January 2012. The Interlocal Agreement defines responsibilities of both parties and provides the vehicle for the County to pay for its share of salaries for WSU employees assigned to Snohomish County. The WSU partnership has been in place for over 100 years. The ILA had a five year term and was extended in 2016 for an additional five years. It was extended again in 2021 for an additional 2 years and once again in 2023 for two years. This will be the last extension and a new ILA will be negotiated for 2026. This is the nineteenth amendment. Exhibit B is amended at a minimum once each year in order to authorize payment of a share of salaries and benefits for 14 WSU faculty and staff. Contracts and Agreements account for $248,427.00 with general funds providing $138,301.00 of total ILA funds. As per Motion 12-194 (4) the County Executive is authorized by Council to sign all amendments.

DEPARTMENT FISCAL IMPACT NOTES: There is no additional impact to County general revenues as a result of this action. This action does not impact existing FTE’s and there is no match requirement. All funds are included in current budget allocations. All underlying contracts and RSA’s are in place.
