PURPOSE: The purpose of this ECAF is to request that the County Council reaffirm authorization for the County Executive to execute Amendment 3 to the Agreement for Professional Services to provide consulting services, project support, and advisory services in relation to the County’s financial enterprise resource planning (ERP) system implementation initiative and all associated amendments between Snohomish County and RedCloud Consulting, Inc. This Amendment 3 will increase the expenditure amount in order to acquire additional professional services.
BACKGROUND: The County ERP system implementation requires professional business consulting services, project support, and advisory services. An Agreement was executed with RedCloud Consulting on December 12, 2023 to provide initial professional services over an 18 month contract, and amended on August 6, 2024 and July 17, 2025 to add additional services and extend the Agreement through May 31, 2028. Service competition was waived in accordance with SCC 3.04.203. Additional consulting services from RedCloud are necessary to align with the timeline for implementation. The increased cost to the Agreement for the work described in Amendment 3 shall not exceed One Million Four Hundred Ninety-Nine Thousand Four Hundred Ninety-Eight Dollars ($1,499,498.00). This ECAF requests that County Council reaffirm authorization for the County Executive to Execute Amendment 3 to the Agreement for Professional Services for ERP planning and system implementation services and all associated amendments, between Snohomish County and RedCloud Consulting, Inc.
