ITEM TITLE:

Title

NPDES Phase I Municipal Stormwater Permit WAR04-4502 S4.F Notification of Discharge from the Snohomish County Storm Sewer System to Hall Creek.

body

DEPARTMENT:  Conservation and Natural Resources

ORIGINATOR:  Bill Leif

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: Notify the Washington State Department of Ecology of polluted discharge from the County storm sewer as required by the NPDES Phase 1 Municipal Stormwater Permit.

BACKGROUND: The Washington State Department of Ecology (Ecology) issued a National Pollutant Discharge Elimination System (NPDES) Phase 1 municipal stormwater permit to Snohomish County and five other municipalities in Washington State.

The County is required to submit a notification to Ecology when a discharge to or from our storm sewer may have caused or contributed to a violation of a state water quality standard.

On December 9, 2024, an explosion and fire occurred in a garbage container at the Snohomish County Southwest Recycling and Transfer Station, at 21311 1st Pl. W. in the City of Mountlake Terrace.

Some of the water used by the fire department to extinguish the fire entered the stormwater detention pond on the site, and subsequently flowed into Hall Creek.

No fire retardants were used by the fire department, but water that flowed into Hall Creek may have come into contact with municipal waste and other contaminants as it flowed through the facility and over the parking lot, potentially violating the Washington State natural conditions water quality standard (WAC 173-201A-260).
