PURPOSE: Approval of Professional Services Agreement No. CCF01-26 with AAR Testing Laboratories, Inc. for Materials Testing, Ash Way Overlay - 164th St SW to Park & Ride
BACKGROUND: The Department of Public Works (PW) intends to overlay Ash Way between 164th St SW and the Ash Way Park & Ride north driveway during the summer of 2026 with an estimated 1,230 tons of hot mix asphalt. The overlay will preserve 0.31 miles of pavement and make for a smoother driving surface for motorists. This project will extend the useful life of the roadway by grinding away the existing top layer, performing pavement repair, and then overlaying the asphalt. Materials testing services are required by Federal Highways Administration.
The Engineering Services division of PW does not currently have the certifications required to provide the testing services on this project. Through a Request for Proposals (RFP) PW has solicited the services of a consultant to assist the County with these projects. AAR Testing Laboratories, Inc was one of four consulting firms responding to RFP-25-0639RB and was selected through established federal, State and County policies and practices. A professional services agreement between Snohomish County and AAR Testing Laboratories, Inc. was negotiated. The total budget for this ECAF is $15,912.00.
