PURPOSE: Approve a motion to amend the 2019 Annual Action Plan.

 

BACKGROUND: Snohomish County is the representative member of the Snohomish County Urban County Consortium (Consortium) for purposes of application, receipt, and administration of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) Program. 

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act made available $5 billion in supplemental Community Development Block Grant - Coronavirus funds (CDBG-CV) funds nationally. The U.S Department of Housing and Urban Development (HUD) allocated $4,925,992 to Snohomish County Consortium, consisting of $1,830,114 in CDBG-CV1 and $3,095,878 in CDBG-CV3 funds.   

Pursuant to Motion No. 21-166, approved May 19, 2021, and Motion 21-151, approved July 28, 2021, Snohomish County Council approved substantial amendments to the 2019 Annual Action Plan to award CDBG-CV1 & CV3 funds for public service projects, public facilities and infrastructure projects, an economic development project, and for planning and administration.  

Some of the projects funded with CDBG-CV1 & CV3 were not able to move forward or could not expend the funds by the deadline, resulting in $1,920,428 that needs to be reallocated.

On December 5, 2022, the Policy Advisory Board (PAB) approved reallocating $1,920,428 in CDBG-CV1 & CV3 funds to public facility and Infrastructure projects through a Notice of Funding Opportunity, which was published on  January 19, 2023. Two applications were received requesting a total of $298,380 in CDBG CV1 & CV3 funding. 

Public Review and Comment: 

On March 10, 2023, the PAB recommended funding two public facility & infrastructure projects and an allocation to the contingency fund.  Through a substantial amendment to the 2019 Annual Action Plan, the funding recommendations  underwent a required 30-day public review and comment period which closed on May 18, 2023.  No comments were received. 

CDBG-CV1 and CV3 Proposed Allocations:

A total of $398,380 in CDBG-CV1 and CV3 funds is proposed to be allocated to the following: 
1.  Snohomish County Fire District 24 - Coronavirus Education Prevention Facility

Proposed Funding Award: $148,380:  The project includes costs associated with the design, construction, and purchase of a 2600 square foot prefabricated building to be used for classes on prevention, response, and mitigation of COVID-19 and any variant of the virus.  

2.  Homage Senior Services - Senior Nutrition Meal Transportation Infrastructure Expansion

Proposed Funding Award: $150,000: The project will include the purchase of one or two refrigerated vans to allow for meal delivery to homes through Homage Senior Services - Meals on Wheels program.  

3.  Public Facilities & Infrastructure - Contingency Fund 

Proposed Funding: $100,000:  Allocate $100,000 in CDBG-CV1 & CV3 funds to contingency to assist projects sponsors with eligible unanticipated project costs for projects 1 and 2 above.  Contingency funds are allocated to each project, but project sponsors must request use of contingency funds under the approved Contingency Fund Policy.
