ITEM TITLE:

Title

NPDES Phase I Municipal Stormwater Permit WAR04-4502 S4.F Notification of Discharge from the Snohomish County Storm Sewer System to Swamp Creek.

body

DEPARTMENT:  Conservation and Natural Resources

ORIGINATOR:  Bill Leif

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: Notify the Washington State Department of Ecology of polluted discharge from the County storm sewer as required by the NPDES Phase 1 Municipal Stormwater Permit.

BACKGROUND: The Washington State Department of Ecology (Ecology) issued a National Pollutant Discharge Elimination System (NPDES) Phase 1 municipal stormwater permit to Snohomish County and five other municipalities in Washington State. The County is required to submit a notification to Ecology when a discharge to or from our storm sewer may have caused or contributed to a violation of a state water quality standard. On October 14, 2024, as part of an ongoing Remedial Investigation, Airport staff became aware of concentrations of per- and polyfluoroalkyl substances (PFAS) that exceed Ecology’s Preliminary Cleanup Levels in a detention pond at the Paine Field/Snohomish County Airport.  The detention pond drains into Swamp Creek. Water discharged from this detention pond would cause or contribute to an exceedance of water quality standards for Swamp Creek. The Airport has had prior discussions with Ecology’s Toxics Cleanup Program about this site and anticipates entering the Voluntary Cleanup Program or an Agreed Order with Ecology.
