PURPOSE: To obtain the Council’s approval of a motion authorizing the Executive to sign an Agreement for Professional Services between the County and Purpose.Dignity.Action. (PDA) (f/k/a Public Defender Association). PDA provides administrative services for the implementation of the Law Enforcement Assisted Diversion (LEAD) Program and the Recovery Navigator Program (RNP).
BACKGROUND: The Prosecuting Attorney’s Office (PAO) manages three grants that support the implementation of the LEAD Program and RNP. The funds from two of these grants - one from the Washington State Health Care Association (HCA), and the other from the North Sound Behavioral Health - Administrative Services Organization (NS BH-ASO) - are used to reimburse PDA for the administrative services it provides to the LEAD Program Director, RNP Coordinator, and LEAD and RNP Program Assistant. This new Agreement with PDA covers the period July 1, 2025, through December 31, 2025, and sets the maximum reimbursable amount to not exceed $253,000. The Executive’s signature is required on page 18.
