PURPOSE: To obtain Council approval of a grant contract with the North Sound Behavioral Health Administrative Services Organization to establish a Recovery Navigator Program in Snohomish County.

 

BACKGROUND: The Prosecuting Attorney’s Office (PAO) seeks to build upon the success of its Law Enforcement Assisted Diversion (LEAD) Program by establishing a Recovery Navigator Program (RNP) on behalf of the North Sound Behavioral Health Administrative Services Organization (North Sound BH-ASO).  The RNP provides community-based outreach, intake, assessment, and connection to services to youth and adults with substance use disorder (SUD), including individuals with co-occurring SUDs and mental health conditions.  The priority population for the RNP includes individuals with SUD and mental health conditions who are at risk of arrest and/or have frequent contact with first responders and who could benefit from being connected to services.  North Sound BH-ASO has agreed to provide a $512,455  grant to the County in 2022 to establish an RNP.  Most of these funds will be used to fill RNP staff positions including a Recovery Navigator Coordinator, two Case Managers, and an Outreach Coordinator.  The individuals filling these positions will be employed by either the Public Defenders Association or the Evergreen Recovery Centers, two key partners in the implementation of the County’s LEAD Program.  Like the LEAD grant, the RNP grant is pass-through funding that the PAO manages for the County.  The grantor is very eager to fill these positions and start the program, hence the request for an “urgent” approval process of this grant contract.

DEPARTMENT FISCAL IMPACT NOTES:  None.  This is a pass-through grant that has no impact on the Department’s approved 2022 budget and General Fund appropriation.  The PAO is seeking approval from the Council for a budget transfer from Dept. 16 Non-Departmental Fund 130 to the PAO’s Fund 130 LEAD Program 531 (see ECAF 2022-0369), as the RNP was not part of the PAO’s 2022 budget request.

OTHER DEPARTMENTAL REVIEW/COMMENTS:  Finance is currently creating DACs for the RNP grant within the PAO’s Fund 130 Program 531 for the LEAD Program.  The PAO anticipates grant funding for the RNP to continue in 2023. Reviewed/approved by Risk and Finance.
