EXECUTIVE RECOMMENDATION:  Approved

 

PURPOSE: County Executive approval to execute the AAA State Federal Agreement Amendment 03 with Washington State Department of Social and Health Services, Aging and Long-Term Care Administration. 

 

BACKGROUND: AAA State Federal agreement was included in the Grant Work Plan, but the County has received more funds than anticipated.  LTCA would like to ensure that long-term care client services are not interrupted or delayed.  

The original AAA State Federal Agreement #2369-50009 is for $6,762,682.00 for the funding period of 07/01/2023 - 06/30/2024. Motion 22-417 approved the 2023 Human Services Department Grant Work Plan.    

Motion 23-367 approved and authorized the Snohomish County Executive to execute AAA State Federal Agreement #2369-50009 Amendment 01 with State of Washington, Department of Social and Health Services.  Amendment 01 increased funding $9,960,327.00, with an amended maximum agreement amount of $16,723,009.00 with an unchanged funding period.    The Snohomish County Executive approved AAA State Federal Agreement #2369-50009 Amendment 02, which made an additional increase of $4,081.00 for a new maximum contract amount of $16,727,090.00 with an unchanged funding period. 

AAA State Federal Agreement #2369-50009 Amendment 03 makes the following changes: 
                     Exhibit B-2, Budget, is revised and replaced by Exhibit B-3, approved line-item Budget; and 
                     Maximum Consideration is increased by $105,326 [$5,326 of state Senior Farmers Market Nutrition Program funding ($4,826 for Administration, $500 for Nutrition Education) and $100,000 for Case Management/Nursing Services (Core Services)] for a new maximum consideration of $16,832,416. 

Funding period is unchanged from prior amendment. 

The AAA State Federal Agreement provides funding for the provision of services, either directly or through administrative oversight, included in the Snohomish County Long-Term Care & Aging Area Plan.  The AAA State Federal Agreement provides funding for a wide variety of services including:
