PURPOSE: To consider and act on an annexation proposal by the City of Lynnwood.

 

BACKGROUND: The City of Lynnwood (City) submitted a Notice of Intention (NOI) to the BRB on June 6, 2025, which was filed effective June 9, 2025, under BRB File No. 2025-03. The BRB’s 45-day review period ends on July 24, 2025, at 4:00 p.m. Per SCC 2.77.040(4), the County Council must determine whether to invoke the BRB jurisdiction (“file a request for review”) within this review window. The City was petitioned by the Edmonds School District for annexation of school property located south of Alderwood Mall Parkway, west of 28th Ave. W, and north of 203rd ST SW. The Annexation Area is within the City’s Municipal Urban Growth Area (MUGA) and adjacent to the corporate limits. The acreage is approximately 19.76, and the assessed valuation is $26,799,000. Although the annexation boundary, presents issues for the County surface water management and roads, coordination with the City during the development of the subject site will help address those issues. The attached staff report dated June 24, 2025, contains a review of the proposal against the criteria in SCC 2.77.040, and  a recommendation from PDS to not invoke the jurisdiction of Boundary Review Board.
