ITEM TITLE:

Title

NPDES Phase I Municipal Stormwater Permit WAR04-4502 S4.F Notification of Discharge from the Snohomish County Storm Sewer System to a Wetland Adjacent to North Creek.

body

DEPARTMENT:  Conservation and Natural Resources

ORIGINATOR:  Bill Leif

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: Notify the Washington State Department of Ecology of polluted discharge from the County storm sewer to receive waters as required by the NPDES Phase 1 Municipal Stormwater Permit.

BACKGROUND: The Washington State Department of Ecology (Ecology) issued a National Pollutant Discharge Elimination System (NPDES) Phase 1 municipal stormwater permit to Snohomish County and five other municipalities in Washington State.

The County is required to submit a notification to Ecology when a discharge from our storm sewer may have caused or contributed to a violation of the state water quality standard.

On September 9, 2025, the City of Mill Creek notified SWM that wastewater had been discharged from the County’s storm sewer to the City’s storm sewer and thence to a wetland, causing a violation of State water quality standard for antidegradation.

The wastewater came from several occupied trailers on a property in unincorporated County on 154
th Pl. S.E.

The situation was investigated by SWM, Health Department, PDS, and Public Works.

PDS action resulted in the property owner removing two trailers and caused the third to become unoccupied, and Public Works bolted down a catch basin lid to prevent future discharges.

The County must submit the notification letter to Ecology no later than November 14, 2025.
