PURPOSE: Request Council approval for electronic submission of amendment application to the Department of Health and Human Services/Administration for Children and Families/Office of Head Start (DHHS/ACF/OHS) to recapture FY 2022 unspent funding.  Application is due 12.8.2023.

 

BACKGROUND: NSC EHS has been given the opportunity by DHHS/ACF/OHS to recapture unspent FY 2022 funds. Underspending in FY 2022 occurred as a result of virtual services related to COVID.  The recaptured funds will be amended to our existing 2024 award previously approved by the County Executive’s Office.  Funds to be recaptured are $174,494.22 designated to Program Operations and $8,596.60 to Training and Technical Assistance, for a total of $183,090.82.  Recaptured funds will be used for the development of Early Head Start program services and systems.

NSC EHS is awarded a five-year grant, with an annual distribution in each of the five years 2020 - 2024. The original 2024 grant award totals $1,469,219, with $1,441,319 designated for program operations and $27,900 for training and technical assistance. This grant was included in the 2024 Human Services Department Grant Work Plan, as approved by Council in Motion 23-432.  Upon Notice of Award, recaptured FY 2022 funding will be recorded as Amendment(1) and will increase the award by $183,090.82 for a new grant total of $1,652,309.82. We are requesting an exemption to the federal match requirement for these amended funds.

The addition of recaptured funds causes the total award amount to exceed the amount allowed in the 2024 Grant Work Plan by more than $50,000 and thus requires Council approval.

To recapture the funds, NSC EHS must submit an amendment application.  The application becomes the amendment upon approval.
