Title
Motion 25-533, confirming the reappointment of Janet Anderberg to the Snohomish County Board of Health
body
DEPARTMENT: Health
ORIGINATOR: Sarah Buker
EXECUTIVE RECOMMENDATION: Lacey Harper 11/12/25
PURPOSE: To recommend the reappointment of Janet Anderberg to the Snohomish County Board of Health
BACKGROUND: RCW 70.05.035 requires all local health jurisdictions to establish a local board of health and on October 26, 2022, the Snohomish County Council adopted Snohomish County Code (SCC) 2.300.090 which establishes a board of health for the county and is comprised of nine members - the Snohomish County Council chair and vice-chair, one elected member from a large/medium city in the county, one elected member from a small city or town in the county, one community stakeholder, one healthcare facilities representative, one healthcare provider, one public health consumer, and one tribal representative.
Janet Anderberg is seeking reappointment to the Snohomish County Board of Health as a healthcare provider representative. Ms. Anderberg is a Snohomish County resident and a retired food safety expert from the Washington State Department of Health. She is well-versed in public health topics, particularly concerning environmental health. Her experience and expertise are a valuable contribution to the Board.
When Ms. Anderberg was originally appointed to the Board of Health on March 1, 2023, the original SCC 2.300.120 (dated 10/26/2022) was in place which states, “(3) the initial terms of the appointed members of the board of health shall be as follows: two members shall each serve a one-year term and three members shall each serve a two-year term. The board of health shall determine the initial term lengths primarily by member preference. Each of the initial terms shall be considered full terms for purposes of determining eligibility for services in future terms. Including the initial term, an appointed member of the board of health may serve up to two full terms. A full term shall be two years.”
A May 24, 2023, amendment to the aforementioned section revised this to: “The terms of office for board of health members shall be four years, with a limit of three terms in accordance with Snohomish County Charter section 9.60.”
The Snohomish County Board of Health met at a special meeting on November 4, 2025, and unanimously approved recommending the reappointment of Ms. Anderberg to the Board of Health for an additional four years. Ms. Anderberg’s initial term of three years was approved by County Council prior to that amendment and as such, her term will expire on December 31, 2025. If approved, this would be Ms. Anderberg’s second term on the board and would be for a duration of four years.
