PURPOSE: Approve Contract with GLY Construction
BACKGROUND: Snohomish County will be developing a Food and Farming Center that will be a resource for our region’s fruit and vegetable farmers. In 2023, DCNR received approval from the State Project Review Committee to complete this project using the alternative delivery method of Progressive Design-Build. Following that approval, DCNR advertised an RFQ for progressive design-build services and received 7 total responses. Following review of the RFQ submittals, 5 companies were shortlisted and invited to submit an RFP response and to participate in a project interview. Following a review of the cumulative scores from the RFQ, RFP, Fee Proposal, and Interviews, GLY Construction was selected as the best qualified, and highest scoring, team to complete progressive design-build services for this project. This motion includes approval of the progressive-deign build contract and Validation Phase of work. Following the Validation Phase, we anticipate one amendment for Phase 1: Project Definition and Design Development work of the scope of services and another amendment for Phase 2: Construction and Transition to Operations.

OTHER DEPARTMENTAL REVIEW/COMMENTS: Approved/reviewed by: Risk Management (Sheila Barker 5/16/24), Finance (Brian Haseleu 5/16/24 and Prosecuting Attorney’s Office (Lyndsey Downs 5/16/24). The project schedule is included within the Agreement with work anticipated to end at the end of 2024. Future work, including Phase 1 and 2, and associated costs and time extensions, will be proposed in the future amendments. This is standard for a Progressive Design-Build Contract and this is why an end date is not included within.
