PURPOSE: To increase purchase price of property for flood control operations with Surface Water Management already approved by Council

 

BACKGROUND: Snohomish County Conservation and Natural Resources Department’s Surface Water Management Division (SWM) desires to purchase the following described property for flood control operations. The Heirs and Devisee of RICHARD S. HEYZA, DECEASED (“Seller”) own real property consisting of approximately 0.38 acres of vacant land located in Arlington, WA 98223 identified by assessor tax parcel numbers 005780-000-029-00 (the “Property”).  Snohomish County Council previously approved the acquisition of the property under Motion 25-487 on November 12, 2025 in the amount of $10,000 (the “Purchase Price”). Through the process of negotiating with the heirs of the estate, it was determined that other heirs that were not part of the original negotiation have an interest in the property. The addition of other heirs, in combination of the heirs involved in the original negotiations, have requested an increase in sales price of $5,000 for a new total of $15,000 for the property.; The Department of Conservation and Natural Resources’; SWM and Department of Facilities and Fleet, Property Management Division recommend the increase in purchase price, in exchange for the heirs performing a formal probate proceeding through Snohomish Superior Court prior to conveying the property to eliminate any other heirs that may not be known at this time.
