PURPOSE: To hire Jacobs Engineering Group Inc. for engineering services during construction at Snohomish County Airport on the Taxilane Echo Phase 2 project.
BACKGROUND:
• Snohomish County Airport requires Airfield Engineering Consulting Services in order to accomplish the Taxilane Echo (Phase 2) reconstruction project.
• Jacobs Engineering Group Inc. (Jacobs) has been selected on the basis of their qualifications to do the work as identified in RFQ 23-005BC. Jacobs has been in business since 1947 and consults on engineering projects worldwide with over 24,000 employees in the Unites States and 60,000 worldwide.
• The work to be performed under this RFQ is split into two professional services contracts with Jacobs. The first contract (Part A, executed 8/23/23) consisted of design and bidding services. This contract is the second (Part B) contract and will be for construction engineering services.
• The Airport seeks authorization for the Executive to execute the Part B professional services contract with Jacobs, for engineering services during construction.
• The contract is NTE $849,773 and terminates December 31, 2027, with up to two (2) additional two (2) year extensions at the option of the County.

The airport shall only use this contract when funds are available and approved in the budget. In addition, the airport shall use FAA Grants or Passenger Facility Charges (PFC) whenever feasible.
