PURPOSE: Authorize the County Executive to execute the 2023 CDBG Funding Approval/Agreement

BACKGROUND: The Human Services Department requests approval and execution by the County Executive of the attached Funding Approval/Agreement with the U.S. Department of Housing and Urban Development (HUD) for 2023 Community Development Block Grant (CDBG) program funds in the amount of $3,232,483.  The 2023 program year runs from July 1, 2023, through June 30, 2024. 

Snohomish County is the representative member of the Snohomish County Urban County Consortium (Consortium) for purpose of application, receipt, and administration of federal entitlement grant funds under the CDBG program. 

Motion 23-165 approved the 2023 Annual Action Plan which includes the 2023 CDBG funds.

Motion 22-417 approved the 2023 Human Services Department Grant Work Plan. The CDBG grant is included in the 2023 Grant Work Plan; however, the amount of the contract exceeds the amount included in the Grant Work Plan by $90,872, and now requires Council approval.
