PURPOSE: The purpose of this ECAF is to approve and authorize execution of Amendment 9 to the Software License Agreement for Permit Tracking Software (AMANDA) to acquire and implement a Citizen Portal to streamline the permit intake process.

 

BACKGROUND: PDS acquired AMANDA from CSDC and has used AMANDA (a relational database) to manage work flow associated with the building and permitting processes since 1994. The system was upgraded to an unlimited use license in 1998 and upgraded and enhanced in 2001. Modules were added in 2007 and 2009, and the system was upgraded again in 2012, and 2013, and 2018. CSDC rebranded as Calytera US, Inc. in 2019, and was acquired by Granicus in 2020.  Planning and Development Services plans to continue using the AMANDA software for the foreseeable future. Granicus and the County agreed to a five-year extension with optional professional services and fixed pricing through 11/30/2028.  PDS desires to streamline the permit intake process by providing a seamless front-end integration with the AMANDA permit tracking software. The Citizen Portal module offered by Granicus is a web-based self-service portal where customers may submit permit applications and documents, remit fees, track the status of applications, and schedule inspections.  Approval of Amendment 9 will allow the County to acquire and implement a Citizen Portal which will streamline the permit intake process.
