PURPOSE: To obtain the Executive’s signature on a two-year contract with the Washington State Health Care Authority (HCA) for the continued implementation of the LEAD Program in Snohomish County.
BACKGROUND: In June 2020, the HCA awarded Snohomish County with a $1,685,878 grant to launch the Law Enforcement Assisted Diversion (LEAD) Program in partnership with the Prosecuting Attorney’s Office (PAO). Since that time, the HCA has continued its support for LEAD, which also receives funding from the North Sound Behavioral Health and Administrative Services Organization, and the US Department of Justice. The current interagency agreement with HCA (contract K8486), which has a two-year term beginning July 1, 2025, and ending June 30, 2027, provides up to $1,552,326 in grant funding. This grant is included in the PAO’s 2025 Grant Work Plan, which the Council has approved (see Motion 24-380). Therefore, per SCC 2.10.10(28), the Executive has authority to sign this latest interagency agreement.
